Summary

Spire is seeking a Manager, Pipeline Safety, Distribution. This position will be responsible for implementing pipeline safety compliance and operations quality assurance programs for natural gas distribution facilities. Also, has responsibility for reviewing new technology, materials and service providers performing work on the distribution system, including collaboration with other departments such as Field Operations. This position is responsible for supervising Compliance Engineers and Quality Assurance Evaluators.

Duties and Responsibilities

  • Act as a representative for the company with the respective state Gas Pipeline Safety Staff and other governmental agencies as required for pipeline safety compliance purposes
  • Manage and monitor pipeline safety compliance 
  • Provide direction and support during the PSC pipeline safety inspections including associated preparation and internal auditing of records 
  • Coordinate the preparation of state and federally required regulatory reports and documentation for distribution facilities.  This will include annual reports, incident reports, safety related condition reports, and other documentation as needed and as required under 49 CFR Parts 191, 192 and 193.
  • Manage the implementation of field activities related to pipeline safety compliance, such as leak surveys and right-of-way clearing as required
  • Manage operations quality assurance initiatives, including Operator Qualification (OQ) program of all employees within a given jurisdiction as required by 49 CFR Parts 192, 193 and 195. Support and participate in all OQ related PSC and PHMSA Audits and follow-up activities. Also manage performance of periodic Spire company and contractor field audits to ensure adherence to company standards and applicable OQ requirements
  • Ensure welding standards are compliant with federal and state pipeline safety regulations and the work practices of the company and manages welding certification and qualification activities
  • Working with Operations Support, direct the number of construction field quality audits needed in each area, monitor and analyze results on a corporate level, and make recommendations to reduce risk and improve processes
  • In coordination with Director and other stakeholders, evaluate potential new technologies, R&D projects, materials and service providers related to the gas distribution companies
  • Serve as a technical contact for material suppliers and service providers across Spire
  • Manage the performance of timely defective product reviews, testing and analysis and determine corrective actions needed and coordinate implementation of new materials and services with Field Operations
  • Interpret and apply codes, standards, and regulations related to this role
  • Provide direction and support during PSC and PHMSA inspections, internal audits, and other reviews as necessary including associated preparation of records
  • Represent company on industry committees as appropriate, such as the American Gas Association, Southern Gas Association and state associations
  • Provide support to the Safety Management Systems (SMS) implementation along with the associated programs and initiatives related to this role
  • Provide support as needed for the company's Integrity Management programs
  • Represent company on industry committees and state specific natural gas associations as required 
  • Manage budgets and help ensure financial performance objectives are achieved for department and projects
  • Provide leadership and support across Spire enterprise applications
  • All other duties as assigned

Required Education (certifications, licenses)

  • Bachelor's degree in engineering or business
  • Professional Engineer license preferred

Required knowledge, skill and abilities

  • Minimum of 7 years of demonstrated experience in compliance/integrity, engineering or operations in a natural gas company or equivalent experience in another industry
  • Extensive knowledge of federal and state pipeline safety regulations and company standards
  • Innovative and collaborative leadership style coupled with strong communications skills
